Europe and Israel have been close partners in science, technology, and innovation for decades.
Collaboration has evolved from research cooperation into a robust business and innovation relationship.
Today, Israeli startups and tech companies scaling across Europe employ more than 30,000 people across the EU member states and neighbouring European countries.
This report explores how Israeli innovation contributes to Europe's economic growth and competitiveness through the jobs, research capacity, and local partnerships it creates. Israeli tech companies are increasing their operations across the continent, hiring local teams, renting offices, engaging local vendors, and conducting daily business activity that strengthens both economies.
By examining employment as a measure of impact, we can better understand where Israeli tech companies are most embedded in Europe's innovation landscape – and how these relationships foster mutual economic growth. Employment data provides a tangible lens through which to assess integration, knowledge transfer, and long-term collaboration potential.

Charting Israeli tech's European footprint with enhanced methodology and detailed insights
To address these questions, we created a comprehensive map and benchmark of Israeli tech companies active in Europe – a tool to help policymakers, investors, and founders identify where opportunities lie and how to design and maximise future growth opportunities.
This publication builds on the foundation laid by the 2021 EU–Israel Tech Report, which first mapped Israeli business activity in Europe. This 2025 edition employs a new methodology, incorporating expanded data sources and a more detailed analysis of company structures, functions, and workforce distribution.
Our goal remains the same: to promote transparency, provide evidence-based insights, and highlight the growing economic and innovation interdependence between Europe and Israel. Ultimately, this report seeks to offer a clearer picture of how Israeli innovation supports Europe's competitiveness – and to inspire new partnerships that benefit both ecosystems.

Germany, Spain, and France serve as primary innovation hubs, likely due to their market size, established tech ecosystems, and access to skilled talent.
Germany, France, and Poland lead in employee headcount, indicating depth of operations. These locations often serve as regional headquarters or R&D hubs for some of Israel's largest tech employers in Europe, including Playtika, Wix, CheckPoint, Verint, and NICE.
Outside the EU, the UK and Ukraine are prominent locations for Israeli companies.
The geographical proximity of these European countries to Israel allows for efficient operations and easy travel, enhancing collaborative opportunities.
Beyond the West
Israeli tech companies base operations across Central & Eastern Europe
Countries like Poland, Romania, and the Czech Republic are emerging as cost-effective operational bases, potentially hosting research & development centres, support functions, or shared services.
High FTE-to-company ratios in locations such as Lithuania, Bulgaria, and Romania are often due to a few companies establishing substantial operations, using these areas as centralised service hubs or delivery centres.
For many of these Central & Eastern European countries, Israeli tech companies can play an important role in closing the innovation gap through knowledge transfer and upskilling, leveraging local talent while also bringing global expertise into these ecosystems.

Nearly 40% of Israeli tech company employees in Europe work in R&D. Israeli tech companies are building research centres, employing European engineers and scientists, and contributing directly to the EU's knowledge economy.
Together, R&D and Sales dominate the workforce, aligning with Israel's strengths in innovation and global market reach.
Sales and Customer Success are the next largest departments, reflecting a strong go-to-market and client support focus. These roles ensure that Israeli technology is integrated into European value chains, reaching customers, and supporting long-term competitiveness.
Open positions follow a similar pattern. With 39% of open positions, R&D continues to dominate hiring, indicating ongoing investment in innovation and product development. Sales hiring is also strong at 27%, suggesting a push for market expansion and revenue growth. Marketing and Finance show modest hiring, possibly reflecting strategic scaling.
